


State Representative Steve Frisbie (R‑Battle Creek) testified before the Michigan House Energy Committee on June 3, 2025, advocating for the passage of House Bill 4486. The legislation would prevent cities and townships from banning natural gas infrastructure, ensuring homeowners and businesses retain access to reliable and affordable energy sources.
House Bill 4486 responds to recent proposals in the city of Ann Arbor, where officials have considered enacting an ordinance to ban natural gas. According to the U.S. Department of Energy, natural gas costs are 3.4 times more affordable than electricity, resulting in annual energy bills for gas-powered homes being 49% lower than those for all-electric homes. Additionally, homes using natural gas emit 11% fewer emissions compared to homes utilizing a combination of electricity and other energy sources.
“Natural gas is a critical resource—dependable and affordable,” Frisbie said. “Shelving natural gas infrastructure adds unnecessary costs and negatively affects Michigan citizens.”
“Who are we to tell a family how they can keep their families warm following an ice storm?” Frisbie continued. “Restrictive local measures could leave households without heat when they need it most.”
The Energy Committee heard testimony but did not vote on the legislation today. A vote on House Bill 4486 is expected in the coming weeks.
